And where the product's reputation genuinely belongs to a region and its producers rather than to one business, a geographical indication may be the right instrument instead of, or alongside, a trademark.

Sometimes. A mark that is purely geographical is objected to under section 9, but the objection can be met with evidence that the public has come to associate the name with your goods specifically. The evidence has to be real and dated.
